Tach not working

I have a 1998 AWD RAV4 with a manual transmission and I'm trying to find out how to troubleshoot a tachometer that's not working. I do have the Toyota Factory Repair Manual, but the only thing I found about checking the tach was a section that said to use a tune-up test tach to check the accuracy of the car's tach, so that's not any help.

It seems to me that there would be a way to do a test to establish whether or not the tach is getting a signal from the Crankshaft Position Sensor and also a way to test the tachs resistance at different RPMs.

Can anyone give me info on how to test the tachometer to see why it's not working.
