I think a lot of drivers who park like that are trying to protect their cars from adjacent parked cars dinging them with their doors. I was sort of amazed at the ones parking that way in handicap spaces though.. what is the fine for parking in a handicap space and I wonder how much more it is for parking in two spaces at once?

If it's private parking area, like shops etc., it's their own concern if there is some fine. Quite rarely they use fines.
Cities decide fine for public parking. Legislation limits the fine between 20 to 80 euros(26-104 usd).

WOWIES, so LOW?
In the Netherlands it would cost you 180 euro for the parking on the spot.
I think i am going to move to Finland.
Better economy, lower fines, less governmental control, less crime, nicer females.
One downside tough is the temperature.
Could you fix that for me?
