Excessive Oil Consumption

I am posting due to the excessive oil use of my 2007 RAV4, it has 98,000 miles. I had a test ran on it in July 2016, because I was going through ~ 2 quarts of oil between oil changes, but the Toyota dealer said it did not meet their criteria to get the vehicle repaired. I waited the recommended 6 months for another test. I wanted to get it tested again but my local Toyota Service Department informed me there is nothing they could due because Toyota has closed the window to address the issue on my vehicle. Does anyone have any suggestions for next steps?

Your dealer knew about the window when you visited the first time.
They just misinformed you or just kept you in the dark.
Take it up with Toyota Corporate. Maybe they will allow for a goodwill test and possibly repair.
