Have you looked at the backside of your "painted" doorhandles?..the part that you do not see when looking at them casually.They are NOT body color....black...just like the base of our body color side mirrors,and just as prone to streak as the unpainted variety.

After looking over the car today, I believe the gentleman was correct who suggested that it is just very fine, micro-dirt that washes out with a bit more difficulty.

I think it's the gasket.. open the door handle and look behind it and you will see the black gasket. If you rub your finger on it you will get black from it. I think the acid rain probably leaches this out and it runs down the side of the car.
