Based on the specs of the newer Highlander wheels (17" or 19") as well as the Venza wheels (18" or 19"), the lug pattern of 5 x 114.3 should fit. These wheels mentioned have 35mm offsets. However, based on the design of the back of all these wheels (Highlander and Venza), they will not clear the front braker calipers on 4.3 RAV4's.
I posted this information sometime last year twice on two different threads. If you really want Venza or Highlander wheels on your RAV4.3, you will need to use 5mm spacers on the front, as well as install longer lug bolts.
I personally have tried fitment of the 19" Highlander Sport/Limited 5-star wheels on my RAV4.3 and it didn't clear the front brake calipers. Therefore, I used 5mm spacers for about 2 weeks (and did not change the lug bolts out for longer ones, making the front wheels shimmy as the factory nuts barely screwed on to the factory bolts with this setup). I felt it was unsafe and did not want to spend the time (nor money) to pay a shop to change out the front bolts to longer ones.
This is also the same problem if you want to install the Venza or Highlander wheels on a 2007+ Camry or Lexus ES350 or GS350/430/460. If you have a 2006 Lexus GS300 (including AWD), it will work as the brake calipers had a slightly different (smaller) design that will allow these wheels to mount without the use of spacers and longer lug bolts.
