Default What's this panel for?

What are the small rectangular panels beneath the headlights in the front bumper area on my brand new 2012 Rav4 for?

Those pop out so that you can screw in the eye bolt (in your tool kit) for towing. Check your manual, it should be in there.

That cover comes off, its for a towing hook which should be in your glove box.

By this I assume you haven't had many foreign cars, German and Japanese car makers use this type (with plastic cap on bumper) of tossing points & tow hooks on many models. I think it's very convenient

I was thinking about installing a brush guard attached to those two points. Has anybody done that or seen it done?

That's a good idea. I haven't seen one but you'd think after 6 years of the 4.3 someone would've marketed one. Would be the perfect place to attach something substantial.
But then it reminds me of the guy from Europe who said their guards had to be attached with plastic screws to avoid being anything but cosmetic. May as well make the whole thing plastic!

That would be awesome. Make a thread if you plan on making a project out of this. I will gladly follow!

I took a look at all the guards I could find online, and they all use brackets to easily attach to the car frame. Since the threaded holes in the bumper were meant for pulling on they may not have much shear strength, and if nobody does it that way there is probably a reason. Rather than begin another big project, I'm just going to buy this one for $287.
