bumper cladding

I was browsing on ebay when I stumbled upon a RAV with bumper cladding. The site was selling the chrome grill strips only so I've yet to find a place that sells the cladding. Do you guys think it is functional or eye candy only? I circled the bumper cladding in the photo below:

I don't see any bumper cladding - maybe I'm blind? The RAV pictured in the thumbnail has less front bumper than my stock '11 Base . . .

He is referring to the bottom black covering. Contrast his annotated picture with this:

The 2013 RAV appears to have plenty of it... not sure I am a fan. It reminds me of the days when you had to pay more for body colour bumpers or else you got the unpainted ones.....

A lot of other SUV's have it such as Honda CRV, Jeep Grand Cherokee, and even the 2013 RAV4 so it must have some functionality and consumers must like this type of bumper for production to continue. I fitted mine with a bull bar and side bars so it would be impractical. My friend though, is interested so if anyone can find a vendor, it would be great.
