Power steering not active until 15-20 seconds of driving after initial start

2019 LE AWD, I the morning when I start the car with radio/ac/heater off , power steering doesn’t seem to work completely, I mean steering doesn’t try to return to true center, it starts to work after 20-30 seconds of driving; if I switch on ac/heater on start and then start driving it seems to be working normally; anyone facing such issue?; is it an issue at all? ; dealership is not able to replicate and acknowledge that this an issue,I never felt this with my old 2015 rav4 which also had power steering.

One thing that comes to mind is the Sport mode button. I know that it modifies the feel of the power steering when on; the steering feels heavy. I know that this mode does not stay active once you power off the car so it shouldn't be on after start unless you press it by default.

Another thought, what about brake dust build up on the front brake rotors. I had a car in my past that didn't have power steering and brake dust would get impacted on the front disc and cause heavier than normal steering. It would only show up early in a drive. My guess, the drag heat would cause the symptoms to go away until the next morning drive.

Possibly worthless information, but a few thoughts to ponder.
