Yup, been discussed, apparently only the HVs have it. That one doesn't have the engine stop/start button either, but it is a Canadian dealer.

It's a head scratcher why they dropped it from the 2019 Rav4. The Camry with the exact same engine, has it!

As you can see on the photo i took yesterday the EU HV has hood insulation.
Test-drove it today, and there is some engine noise with throttle floored, not too much at all.

There's no doubt the HV has a hood insulator, it has since 2016, and it's shown on US models in videos, but the factory hood insulator costs $230 and up plus shipping, for about $100 you can add your own and it likely creates a much better sound reduction. No one lists 2019 parts yet, many don't even list 2018 parts, some list the 2018 and it's not for sale, whatever that's about. I decided to go with Second Skin Damplifier Pro, it's thicker than Dynamat and made in the US, I already bought it, just need to wait for some warm dry weather, I don't have a garage and I'm not removing the hood.

You can see the XSE HV hood insulator in the Redline review, you can also compare the sound different between the Limited gas and XSE HV sound level at full throttle in the same video.

Yesterday, I drove my 2013 limited to the dealer to test the 2019. Right away I noticed how much louder the engine was under acceleration. I thought it was a diesel. Maybe some of that would go away if there was insulation under the hood..

As I've said before, engine noise isn't as bad once the engine is at normal operating temp, it's worse at start up, then quiets down, and at any steady speed up to 70mph it's not intrusive at all.
