If going aftermarket, and one stated desire is increased sidewall height, there are no objective downsides to getting 16s instead of 17s. For a given type, 16" wheels and tires are cheaper, lighter, and will allow for greater ride comfort.
FWIW, handling will not inherently be affected by the smaller rim (a tire's effect on handling crispness is mostly dependent on tire pressure)--even Formula 1 tires have more sidewall than any stock Rav4!
