help removing spare tire cover and hood question

my 2001 rav4 spare tire cover is a half vinyl cover and half hard cover with the elastic. I can't seem to get it off. I read that try pulling it but i did that and it doesn't work. Any easier suggestion?

Also i have a hood question. I want to get a hood scoop for my rav4 for cosmetic reason. my factory hood is 53301-42040 no scoop but I want to get a hood with a hood scoop so my question is, does the hood from 2003+ rav4 with hood scoop 53301-42060 fit ? also does the after market hoods with hood scoop replacement for 53301-42060 fit my car?

My spare tire cover is easy to remove so just keep turning and trying that is all you can do. There is only pressure at some of the points so when you turn it to a different position there is less resistance and that is where you wiggle it free. It does not slide of but wiggle off.

There is a hood with the hood scoop for the Chili Special Edition 2003-2005. I checked this part for a 2003 RAV4 and under what this fits it said 2001-2005 part # 5330142040

That part number 53301-42060 fits 2003 to 2005 but not a 2001 for some strange reason.
