Starter issue

2001 rav4 starter contacts stick constantly and won't start. What may cause this issue. We changed star, checked battery, checked ground , checked little black box on battery pole and changed contacts in starter

What do you mean by the contacts sticking?
Are the ones you changed the right angle ones the copper disc contacts?

I have photos attached... for some reason the contacts seem to fuse together and I need to tap start for it to release and then start... this is with starter that I just bought, pics are of start bought about 3 months ago... changed damaged contacts and next day issue started again
