My rav4 is a 2011 though. Does the TSB still apply for it?

The cowl recall is for specific regions that are effected by road salt used in winter so not every place is going to get the recall.

By the sounds of it you probably did not get the cowl recall and wiper arm bolt recall done.
I have no outstanding recalls on my Rav. Looks like out of pocket costs for these repairs...

Did you check your VIN on the link above? You likely wouldnít get a return on it as your RAV was likely sold in Canada (keep them at home I say!). Best bet if you havenít already is to check with your dealership. You are certainly in an affected area for the recalls (Iím Ontario too) so unless the recalls have been done, you should be due. If the recalls were done and you have the new cowl itís possible there was a problem with the installation. The tech who did mine didnít get it right, so I had them redo it.

Your recall was for the cowl itself? My dealer said all of my recalls have been done according to spec and there's little chance they can repair it again under a "recall" . I am looking at 800$ worth of repairs for this thing without a guarantee that it will be done properly...

It was the plastic cowl at the base of the windshield. The wipers are mounted on top of it. The only way it could be causing a leak however is if a pathway was opened or if itís causing ponding. If you can trace the leak back to the cowl, and the recall has been done, it can be argued that itís due to workmanship. The dealer wonít like to hear that, but (again, IF itís the cowl installation) you could escalate via Toyota for a faulty recall job.
