I purchased a Cargo Net for my 2017 Rav4 and the loops at the top keep slipping off the fasteners near the rear door, am I doing something wrong or are there additional parts I don't have???
There's a bungee-cord-like string at the bottom of the net,..on both ends of which, there are two plastic hooks,..which you hook into D-shaped metal loops on the car at both sides near the cargo floor. When these hooks/loops are attached, the upper (soft) loop should stay attached. I'll send a picture soonest my phone gets charged. :)

Do you have the OEM cargo net? or aftermarket..?
 
Another vote here for the cargo hammock. It can be fitted in several different positions, and stores under the floor when not in use. Very sturdy and holds a ton of stuff.
 
But the cargo net is a lot easier to get out of the way if you need to. And why do you consider the cargo net a POS? I had this item in my old Venza and have it my current RAV and find it very useful.

I've had the hammock net since 2006, came with my V6 4.3, true that the envelope style is easier to remove, but I seldom remove the hammock, we have the envelope in the Prius, it never gets used cuz it's just hard to use in comparison, wish the hammock style was available for it. :(
 
The hammock will not store under the floor in my 16. I imagine 13-15 is the same as well.
What about the tonneau cover? Doesn't it store under there?
 
My 2017 came with the envelops style. Not to bad, holds groceries and other stuff, works fine for my needs but I cab see where the hammock style will work better and hold more if you need that.
