Yes, this option is standard on all U.S. and Canadian Limited models. That is, just the distance/parking sensors that beep as you get close to objects. Your dealer is probably thinking that you are talking about Intelligent Park Assist (IPA also), which is what parks the car for you (steers the car for you and potentially stops it before hitting something). This is NOT available on any RAV4, so you'll have to park it yourself :)

Again, the RAV4 limited just has standard parking sonar, which just lets you know distances. It's not an option because it's standard on the Limited. It is an option on the XLE though.

Dealer claims this is an option in the Advanced Tech Package at $1980.00
Sorry but i am not looking for Intuitive Park Assist.My mistake. What i am looking fore is the option where when i park too close to an object the car will beep.When i am in reverse and the camera comes on if a car is passing me it would beep. Don't know what that is called.

The Limited model has all that with the technology package. Cross traffic alert, blind spot monitor, parking assist, lane keep assist and more. Sensors are in the bumpers, windshield and mirrors.
 
It looks like the OP is correct. Full PDC is part of a package on the non hybrid Limited models.

Is there an after market option?
Yes, parking sensors are available aftermarket. Some dealers even sell them as add-on accessories for certain vehicles but you should be able to find them on ebay (~$15 and up). It usually consists of the sensors, wiring and a module that sits on your dash showing direction of the objects. The tech hasn't changed much from when they had them on the 2002 Lexus LS430 (might have been earlier instances also).

Regarding the IPA - I've used it on the Prius a handful of times. One time it worked flawlessly. The other couple times it didn't like the distances and wouldn't initialize. And another time traffic was congested and I didn't have time to fiddle with getting it situated so just did it manually :D
 
Can a dealer install it just like factory?
I doubt it but you can ask your local dealers. The factory sensors alone are like $99+ each. If you have to have the parking sensors I would look for a Limited with the Advanced Technology package or investigate an aftermarket solution. If you find a cool aftermarket solution let us know.
