Most of the outside temp sensors are speed controlled which would also explain why the temp changes onec you're moving.

It's part number 8879006020. According to this image, its located on the drive side lower front bumper. View attachment 144183
Excellent, thank you. Mine does this thing where it reads out 10-12'F lower than ambient, and stays that way for an hour or more over multiple power cycles. It eventually raises up to ambient very slowly. I plan to complain at my first service visit but I may wind up replacing it on my own. I wonder if it has to be calibrated somehow.
 
My Camry hybrid's thermometer seems really accurate, but my RAV4's send to be reading several degrees F higher than it should. But I've only had it 2 weeks, so this is not very data driven. If it's consistently reading high, I think there's a setting to adjust it.
 
Ours reads 3* high. I've been thinking of adding a resistor to correct it.
You would need to find out what type of sensor it is. Its likely a thermistor, which are very non linear, in which case ading a resistor will make it more "right" at some temps, but less so at others.

Also, if it's NTC or PTC. This would determine which way the resistance needs to go for the correction but only if it linear, like you said.

Bumper temp sensor location, I think that's a good location for monitoring the freezing point of the pavement, a good thing to know in winter driving. For summer driving that location wouldn't be a very useful indicator...for anything that I can think of.

What decisions are we making based off this sensor that makes a few degrees significant? I look at it more as "really cold," "kinda cold," " cool," "warm," and" hot."
I wondered the same or why even have a outside temperature reading until I did some research. The main purpose is to show when a road has ice, but agreed, if its <40 F, that's close enough for me. I assume the roads may be frozen and drive accordingly.

Are you sure this is the only ambient air temperature sensor in the 5th generation RAV4? Is this the only source of the temperature reading on the MID screen (between speedo and tach)? I note that the split climate control A/C switches from outside air to recirculate automatically based on outside air temperature. Possibly there may be additional air temperature sensors other than in the front bumper. Some cars with old fashioned Speed Density fuel injection had an IAT sensor (Intake Air Temperature) in the air inlet or intake manifold.
