You are one person out of over 7 billion on earth. Toyota made a choice that was not based on your definition of "need". 14.5 has been printed in multiple brochures, press releases, web postings, etc. That would be one hell of a typo. I put 12.97 gallons in before the pump shut off after the 1st click. Did not attempt any more.13.7 < 14.5
Did you put 13.7 with the pump shutting of on first click.
If it took you several attempts then you overfilled. I used to do that in my younger days with a good gas price at the pump. I learned my lesson.

I just ran my 2019 XLE down until the fuel light came on, filled to capacity and it was only 9.584 gallons. Something is wrong here.Since yours has no issue refueling, why don't you run it down to the refuel warning and see how much it takes to fill up?
I also JUST bought this car with 0 miles on the odometer. I’ve had to fill up twice so far and the odometer is now at 820 miles. Total average MPG is 41.9. On a 2019? Tank size 14.5 gallons. Reserve tank 2.2 gallons announced--toyota told me it's actually higher than that. So at a minimum you would have to have a near 16 gallon tank. And none are that big--might want to alert your state gas meter readers and ask for some money back from your gas station!I put 13.777 gallons in my tank the last time I filled up, so your 12 gallon assumption is wrong...
It's likely your car had a tank that wasn't close to full when the venting system shut the pump off. See other thread for discussion on that problem. It's the same gas station, BJs, I've been using for years and I fill up my Odyssey there too. So the pump is okay. I am confused too though as I stated in my post in the drive to 600 mile thread.
