The thread linked below contains useful information which could be very important in the future for those who own or want to purchase RAV4's built in late 2019. Hopefully, this TSB thread or the thread below will be updated with new information as it becomes available.

So I just bought a 2019 off a lot last weekend is it worth calling to have my VIN # checked? Can they tell on VIN # alone or do they actually have to inspect the car?
If you're registered on Toyota.com/owners it will tell you if there are any recalls automatically, shows on the Toyota app as well. If you're not registered, you can check on their recall site.

Also on the Toyota site, you can find the build sheet for your VIN number and see when and where your's was built. If it's not within the build time frame or the build location then you should not be part of the recall.

The other place is the black label at the bottom of the 'B' pillar between the driver and rear passenger door. On mine, the build date is in the upper right-hand corner and the bottom line of the sticker says the location it was built.

I have a 2020 RAV4 Hybrid that was built in Canada in December 2019. I'm concerned about the engine block issue. I keep checking the Toyota recall site and no recall is listed for my VIN. Did anyone ever come across a list of engine block numbers that are affected?
