Hi, and welcome to Rav4World.
That round thing is the Rav4 Horn. It is a weak-sauce POS that makes a "Meep-Meep" noise when you press in on the center of the steering wheel.
You can upgrade that to a more louder horn - there is several posts on what can and can not be done. I have the WoLo Bad-Boy horn tucked in the large void on the driver's side. I recommend using a relay with this kind of horn as it draws over 20 amps and the fuse can not take it. I have the horn attached to the relay with a 30 amp fuse to the battery.
P.S. I highly recommend getting some gutter guard (pre-painted black from Lowes/Home Depot). and cover the large opening to the radiator. Can be held in with zip-ties. Cut to size with snips as needed.

Thank you so much! I would never have guessed that was the horn! The only reason this came up is because that radiator guard fell off somehow and while reattaching it I noticed the horn and was concerned the wire wasn't connected. I'll look into some gutter guard for sure! Thanks again!
