Do you have Keyfob or Push to start) Call a few automotive lock smiths to see what they will charge for a Master key( they're going to have to come to your car) or call the dealer to see their costs.

Once you have a master then you can make additional keys yourself buy buying the keyfob or smart key and programing them yourself with Techstream.

You will need to buy a Mini VCI cable and install the Techstream software on a windows laptop.

Thanks for the replies, it is a push to start. I called a couple locksmiths today and they ranged from $350 to $500. I'll call the dealer tomorrow. I don't own a Toyota (the Rav is my parent's vehicle) so I'm not familiar with TechStream. I'm going to check out the video but is TechStream legit/legal? Will it work on push to start systems?
 
It's a cracked copy of Techstream. Many people here use it. You can search this forum for many threads on it.
A real copy is over $1000.

You can buy a smart key on eBay or online and use that to make a duplicate.

It's very easy to do once you get the software installed.

Techstream will work on Toyota and Lexus cars

Here's a video of how you do it on a 2016. I believe the 2018 is the same. You'll save a lot of money if you do it yourself once you have a master key.

 
Unless things changed, one master key programmed to the ECU was required before any duplicates could be made on the Techstream. Locksmiths may have a way to hack into the ECU, but if it could be done, only a select few could do it.
 
I know on my 2015 that it is easy to delete all the previous keys from the memory and add only the new ones. Let the dealer or locksmith know that they need to erase all old keys.

I don't know if he wants to delete the old keys. He might want to leave them registered in case he finds the lost ones.

Thanks for all the replies. The Rav4 belongs to my parents who are both severely disabled and do not drive. The keys were lost somewhere in the house and will probably turn up at some point.
Locksmith came over yesterday and generated a new key. He said the old keys would no longer work. He quoted me $350 over the phone, however, he was not able to get the liftgate button on the key fob to work so he charged me $320. All in all, I'm happy considering dealer wanted $669 for the same job. Additionally, I would have had to have the car towed to them. Should one of the lost keys turn up, I'll look into TechStream about making a copy.

I am not really sure about making sure the PC board has the same number as the one you have now...but...that aside, that new key fob looks just like the Toyota one I got from the dealer...so, you buy that and then you need to go through the entire Techstream process? Thanks.

Rav4 that were made in JAPAN use a different Board than the ones made in CANADA. Open up your remote and check.

Also are long as the Board is the same you could even get a Camry or even some of the Lexus models use the same board.

If I'm not mistaken the CANADA Rav4 uses the G 020 BOARD AND the Japan one uses an AB board.

Open up your smart key and take a picture of your board and post it. Your remote has 4 buttons? How are you with computers or do you have any family members who can install the program for you if you feel uncomfortable. any old windows laptop will work. . Its really easy to do it once you have techstream installed. if you go back to MY POST 5 in this thread theres a STEP bySTEP VIDEO for a 2016 smartkey. That would work the same way for any 4.4 rav . heres how to open the remote so you can see the board
