Your battery needs to be at a certain level of charge for your Start/Stop to be properly functioning. Most likely it will start working again just fine once it warms up. If your battery is on its way out then it may not work until its replaced. I would consider myself lucky that it's not working.
 
Question - It has been freezing in CT the past two days. The auto start/stop is not stopping the motor at lights, even when the engine is warm and the heater is off. Any reason why this is happening?
My engine was turning off this morning (-10F) at stop lights and after putting in park and then taking off a few minutes later.
 
I have noticed my start/stop feature does not work when I do not put a lot of pressure on the brake pedal. You can stop your Rav with light brake pressure and the start/stop will not activate. I hate the start/stop feature and turn it off every time I start my Rav.
 
Start stop doesn’t function when it’s too cold. Mine is the same. If it’s too cold, the engine isn’t warm enough, my climate control is on while the engine isn’t warm enough, snow mode is on, blah blah blah. Lots of requirements for start/stop. Don’t worry about it. Drive and enjoy.
