(2018 LE) What parts am I missing?

What is the name of the part that goes here (2018 RAV4 LE)?

The slot is about 15 inches long, and is adjacent to a hard rubber piece that is about 5 inches long. There are two such slots, on the outer left and right edge of the front of the roof.

I'm ashamed to say that I've had the car for years, and never noticed that they appear to be missing.

What is the name of the part?
Does it, or can it do anything functional?

Yeah, I've been amazed at the lack of knowledge of some (not all) of the service and parts at the dealerships. It also amazes me how some dealerships are willing to get you a part vs other dealerships. When I owned a Mazda, I needed some replacement bolts for the front LCA. I lived in the city at the time so there were three dealerships to work with. One dealership said the bolts weren't sold separately from the LCA — had to buy it as an all-in-one-package. Called a second dealership up and they said they could get the bolts in no problem. So yeah, I've learned to do my homework and look up parts online and consult the forums. It's incredible the knowledge that can be gained by fellow vehicle owners! Saves many trips and many dollars spent at the dealership.
