2023 RAV4 XLE Owner here. I only get about 270 miles range maybe 280 if driving only in eco mode. When pumping gas can only pump 12.5 gallons before fuel starts spraying everywhere. Not sure if Im missing out on about 100 miles of range and 2 gallons of fuel capacity. I average about 20-25 mpg almost all city driving. Am I delusional or are these number about right? I was expecting in the 400 range for this new vehicle. I noticed driving in eco mode severely affects acceleration and engine power.
 
Is your driving mostly city vs highway? My daily commute is less than 3 miles so I'm lucky to get 20 MPG. Yes, ECO mode is designed to save fuel so the throttle mapping is very conservative meaning the engine will feel much less responsive. I personally hate it and never use it.
 
DTE 0 = 2 more gallons in reserve. So, if you're filling up when DTE = 0, then you're getting a full fill. At 20-25 MPG, Your range sounds correct.

On a side note, I wouldn't recommend taking your fuel to empty, often. The fuel pump needs gas to keep it cool and you also end up pulling debris from the bottom of the tank which can lead to fuel filter (integrated in the fuel pump) issues. Replacing a fuel pump is not much fun as the gas tank has to be dropped in order to access it. While a new fuel pump is not relatively expensive, it still isn't cheap and the labor/time will easily equal the cost of the fuel pump as well. I'm guessing it would be at least a $500 job which can be simply avoided by not allowing your tank to run to empty, often.

Also not a fan of Eco mode. It's really just a trick that allows a hammer fisted foot to avoid over acceleration by increasing the amount of peddle needed and just feels wrong. To me it's not a linear feel.

I assume you have a gas model XLE. The EPA rating is 27 MPG city and 35 MPG highway and that is when they test in warm weather. You can expect to get 20 - 25 MPG city in the winter with cold temperatures because the ICE fuel/air mixture is enrichened by the ECM. Also winter gasoline mixtures sold at gas stations always give worse mileage. Also depending how bad the congestion is in your urban area it will worsen your MPGs .

Our ICE Limited AWD does about 280-290 in winter, 330 to 370 in summer depending on how light on the throttle we are. That's about 40/60 city/highway driving.

I drive 90% in Normal mode. Only kick on Eco on long highway stretches with not much passing. I have the Auto Climate Eco mode and Auto AC compressor set to disabled/manual.

Also, it's a bad idea to top off your tank, once it comes off the pump it's a best practice to stop trying to squeeze more fuel in.

For at least the last 50 years, fuel pump pick up is an inch or more off the bottom of the fuel tank so it doesn't pick up any water (condensation). Gas floats above water. Even my 54 year old Porsche does not pick up fuel from the very bottom of the tank.

Maybe try changing gas brands. I have a 2022 Rav 4 XLE AWD 4cylinder and consistently get 30 mpg in city driving even in winter using Amoco/BP gas driving in Normal mode.

I have 2024 Rav4 Hybrid with full tank I am getting about 430 miles mixed driving (city / highway: 60/40). Topping off the tank however is not a good idea. There always should be some fuel in the tank before refilling it.
 
I drive a gas 24' R4 and I get an average of 27mpg with city driving. I've seen 70mpg pop up on the drivers screen after driving on the highway but for some reason, that doesn't sound accurate. I get about 400 or so miles per tankful. I'm not sure but I don't think the brand of gas matters at all when it comes to mpg.
