Just got a used 2021 SE and fully charged the traction battery. I push the switch and only if brake pedal is pushed first, can I get HVAC and 12V outlets to work, but the ignition comes on too.
Ready Mode (when the ignition is on) is when the car is able to drive, and of course use all equipment like HVAC and audio system. You can park that car in Ready mode and use these creature comforts for an extended time.

The car cannot be in Ready Mode while charging, so there is a Room mode that can be used when the charger is plugged in to allow A/C and audio systems to operate.
 
I think that the modes that are shown in the upper left of the dash are related to modes that a vehicle with a key has. One click is accessory mode, two clicks is ignition mode, and turning it further engages the starter. The push button works similarly, push once (without brake pedal) for accessory, push twice for ignition. In ignition mode, much of the car is powered, but not lie a car of yesteryear. There is not a coil that could be powered when in ignition mode. The coils are individual for each spark plug and are fired by the electronics when a spark is needed. So the coils will not be used even if the ignition is on. Think of it this way - the car is on, but the engine is not running most of the time in EV mode. The electronics need to make sure nothing is damaged if the engine is not running. In fact, in ignition mode, the electric power steering is also not turned on. Also, the traction battery is not connected to anything in ignition mode. My Room mode allows the traction battery to be enabled to allow the HVAC to operate.

No it does not include HVAC. It does run the fan though. It also does not enable power steering, as this is shown on the dashboard. It probably more correctly should say that it enables most of the 12 volt electrical components. Certainly it does not allow the ICE to start. It also does not charge the 12 volt battery, like it does in READY mode.

I think that means all (low voltage) electrical components. Remember, the same manual is also used for gas models.

OK, si I want to run HVAC and 12V outlets all night for camping (while the 110v charger is plugged in I should be in ON or IGNITION ON mode and I get there by plugging in and rotating through the powerswitch menu WITHOUT depressing the brake pedal. I tried today with what I presume is READY mode (brake pedal pushed) and everything shut off after one hour. Waking up the next morning hot or cold with my refrigerator dead, spoiled milk and warm OJ isn't my idea of glamping. I am 77 and there is no longer any fun backpacking when your knees hurt each step. In fact I like this car so much I might just get buried in it with the power cord sticking out of the ground and the HVAC on (in eco mode of course-- I want my grandchildren to remember me as hippie, not baby boomer!)

Everyone is confusing the gas only RAV4 with a hybrid/Prime (the OP is asking about his Prime, not a gas only RAV4). That chart is for the gas RAV4; there is no "ignition mode" in the hybrid/Prime. The equivalent for the hybrids is the Ready mode.

Do not all Primes have push button start? i.e. there is no key start for the Primes. Again, the OP has a Prime.

Actually there is.

Not sure if the ICE ignition coils are on (I very much doubt it), but when you depress the start button 2 times (without pressing the brake pedal), my '23 rav4P does indeed go into "ignition on" mode, it says so right on the display.

I can believe that. That is different from the hybrids. When I press the start button twice on my hybrid, it goes to Ready mode. How is ignition mode different than Ready mode; what is on and what is off?

So it looks like Prime's Ignition mode is intended to mirror a normal ICE vehicle's state of operation just before that final twist of the key to start the engine.

Some of the things that operate in an ICE car in "ignition" mode are fans and power windows. Same for the Prime's ignition mode.

Some things that do not work in an ICE car in "ignition" mode are HVAC, engine driving, power steering. Same for the Prime's ignition mode.

Ready mode is easy -- everything is on.

I was making a comparison to cars of older times with key start to explain the ignition on mode. Although there are current cars (usually base models) with key start. R4Ps do not have key start, they all have the push button.

If you are plugged in, you must use My Room mode to get HVAC. Press the brake pedal and then press the push button. When prompted, switch to My Room mode. You also need to be aware that if you are in a very warm area, the HVAC system may use more energy than the 110 volt EVSE can supply. If this is the case, some power from the traction battery will be used to run the HVAC. If the traction battery is low already, the HVAC could stop running.
