Interesting that the TSB only covers 2022-2024 RAVs. If I remember correctly there are several threads where posters in this forum with earlier model year cars were complaining about an annoying climate control noise...dealers told them "they all do that." I know one poster did have a video allegedly playing the annoying whistle--which I could NOT hear myself with my elderly ears.
 
Will be interesting if this actually fixes the issue. Had the same issue in my family member's Crosstrek and I need to replace the HVAC blower assembly(same design as the Rav4, probably made by the same Co). It was pretty easy, 3 bolts/screws. The new unit got rid of the noise and had a larger bearing assembly on it. It would be karma if I had to do it on their MY24 Rav4.
 
the TSB is sound insulation wrapped around the same motor. not a motor refresh
high pitch will still be there, but less

yeah it is super simple to work on or drop the motor....remove dash undercover and
boom, 3 bolts and one connector and motor falls right out
