I recently noticed a 12" by 2" raised blister of paint on my blizzard pearl 2013 RAV4 Limited with 33K on the odo. I am wondering if there is a time limit on getting this repaired under the TSB or warranty? I just noticed this and will have to check with the dealer after I return from a trip. Never had this problem on any car I have owned in 50 years.
Is there a time limit on the peeling paint issue?

I have the exact same vehicle and issue - paint bubble that perked on the roof of my white 2015 Highlander. And I’ve never received any recall or letter about the paint issue. Just tonight happened to see these posts. Going to call a dealer tomorrow.

I highly recommend that people stay away from Toyota because they never take responsibility for their mistakes. I will never buy another Toyota. I bought a RAV4 and the paint is peeling bad and now they won't fix it knowing it is their fault. No respect
What year is your RAV?
I have a 2015 RAV4, bought it new, it’s the pearl white. Early on the paint was chipping off, they said it wasn’t the paint. Then received the recall notice regarding bad paint, took it back in and they touched up the bad spots with a paint pen. This week noticed paint peeling terribly on the roof. Took it in today and they told me my warranty expired 12 days ago. If I had brought it in 13 days ago they would paint it but because it ran out, I’m out of luck. I think the history should be adequate proof that the paint has been bad all along. I’ve always driven Toyota, everyone in my family drives Toyota, but I am done with them. It’s ridiculous that they won’t make my paint good when it’s clear that I had brought the issue up with them years ago, more than once.

Your best bet is to call Toyota Corporate and see what they say. I have had 5 paint issues with my white. My first issue I found within a month of ownership. The area rep for Toyota said it was sealer on top of the paint. Yet everybody that looked at pictures of it said it looked unpainted. Toyota refused to do anything. Regional Toyota said they only listen to their rep and nobody else. The day I went to pick up my car from the body shop I got a phone call from the lady I had been dealing with in regional Toyota with a complete change into refusal to pay for it. Even her tone of voice was different. Apparently the service manager where I bought the car started looking at cars on the lot. Found those made in Japan had the issue. While those made in Canada did not.
Goodluck with your paint battle. It is an uphill battle. Hopefully you have some good documentation. I have other stories of dealing with the area rep with paint. He shouldn't even have that position IMO. It is like he denies everything no matter how obvious it is.
I have a 2015 Rav4 too - paint peeling on hood and roof. This car was garage kept too. They said the warranty for my car ended March 5, 2025. I said I never got a notice which I didn't but they said they show they sent one in August 2020. I never got it or I would have for sure paid attention to that. So, my first Toyota, which I thought was good, is not and the paint just keeps peeling........ I thought Toyota was supposed to be better than that. It's a manufacurers defect and they have admitted that. We can't control when it decides to peel off - it just happened 3 months after they chose an expiration date. I expect my paint job to last alot longer than 10 years - more like the life of the car.
