Just check my 2023 RAV today, it has run 30000KM in 2 years. It does not come with the lower part plastic panel on the orange housing.
After inspection, I believe the shielding corrosion on the lower HV cables is not the root cause of the fault code, as these cables are encased in thick plastic.
I think the connector at the upper part is more critical than the lower one. I will try using some 3M self-bonding tape to see if it lasts longer. If any issues arise and I need to take it in for warranty service, the tape can be easily removed without leaving stains.

BTW, does anyone know if my 2023 RAV in Canada is already covered under the extended warranty for this power cable?

I wondered the same thing myself for owners 2023 owners in the U.S.
No worries, you are on the same page 🙁 Check & shield it!
I found salt buildup around the connector (in Pic 2, the "black line" between connectors) Although there's a rubber shield inside, it's not big enough. Compared to the 2024 model, the upper part has a larger rubber seal.

If there is a path for water to get behind that tape job (from above) it will be just like having the original connector. The question is can it be sealed from the top? My wife has a 22 that's been through 3 salty winters now but I haven't bothered to check since 22's have the warranty extension.

Just in case anyone is interested my wife's 2019 just had the cable replaced. Done under warranty, rental car provided free of charge. It took about 2 weeks to get the approval, get the part, and get the work done. There were 2 others in at the same time, Western NY area where we get lots of snow and salt.

why bother trying to seal it which could fail due to trapped goo

instead douse it with ACF-50 ....so now that's there
preventing any further corrosion.

I tape the lower part first, then the upper part. Since the tape slightly increases the size of the connector, the housing won’t fit perfectly. So, apply the tape on the outside of the housing.
I'm quite sure that self-bonding tape won’t leak. (original it used for outdoor connector, like new after 10 years if untaped!) Most people worry about leaks simply because they’ve never used it before.

Did they use the new solution as the replacement?
