I was car-less in Sept waiting for my RAV4P so followed it’s every move calling the dealer and tracking the VIN (had to borrow and rent cars until it arrived)
After arrival at Long Beach it took exactly 10 days to get to me. (I live 2 hours North of Long Beach)
It arrived with 2 key fobs (no idea about the key fob thing)
I was told it would take as much as 2.5 weeks after arrival at port for processing so it arrived a little early.

Synamenon said he got 2 Key Fobs with his Rav 4 Prime.
I think the Japan built Primes/RAV4 come with 2 key fobs..

I thought the Primes were not on the list of cars that were being delivered with one fob.
I got mine on 12/3 with only 1 key fob. They still don't have an update on when the 2nd gets in.

Mine was built in Japan. Only 1 key fob so far.

Just took delivery of a 2023 XLE Hybrid yesterday. Only one key. I was told it will be sent later once the chip issues ease a bit
I order how long all these shortages will last. I’m glad when I got my Rav in May 2022 I got 2 fobs. If I misplaced my fob which occasionally happens I just grab the spare.

Also.. forgot to add on my comment earlier… I got 1 key FOB, but I also have the remote start App. So I can unlock/start car from my phone.
Can't drive the car with remote start. It is just to warm up the car. It will stop when you get in the car.

HOWEVER, you can buy an extra fob from the parts department ($194 retail) and have it programed for one hour service dept labor (~$150). Ask me how I know. Yes, we will get a free fob later, probably months later. The issue with one key is if you lose it. Then its a tow back to the dealer where you pay more than the above without a working fob to go by.

The following is the electronic fob only, not the mechanical key which Toyota does provide when you buy the car.

Will this key fob, also work with a Hybrid Highlander? I just bought a new, 2023 Highlander Hybrid LE. Car came with only one key fob.

Toyota part 8990H-0R230

link here, for a Highlander,
key fob for Highlander
What I did was go to a Toyota dealer online site and use their model and then vin verification to ensure part number. Or you can go to your local dealer and have them identify the part and price.

The Important Advisory label Dontmind posted above, says "an additional mechanical key will be provided." "The key will still allow vehicles to be unlocked and started" The Smart Key Fob system , (I only received one) with my new Highlander Hybrid, is required to start the car. . With my new 2023 Highlander Hybrid, I did receive an extra mechanical key. I just tested it. It allows me to open a door, but certainly won't allow the push button switch to start the engine.
in a pinch if you lost the fob but had a mechanical key you can unlock the door but if you start the car with the phone app can you then drive the car???...or you need an actual fob to move the car?

A Phone App or Key fob remote start runs for ten minutes which can be repeated once for another ten minutes. The car must be locked with the doors, hood and hatch closed. However the engine or hybrid Ready state will shut off when you unlock the door. So remote start won't substitute for a fob.

By the way, fob based remote starts require three Lock presses. The first two are pressed quickly, the third held until the system starts. Even with a working fob the system will shutdown when the door is unlocked.

Finally you can get in the car, lock it and remote start it using the app without the fob. But as soon as you press the brake to shift out of park it shuts down.

Just checking in with the group..has anyone received their promised second key fob. I too misplaced the only key fob but was able to eventually find it before having to go to Toyota for a replacement. There is a AirTag attached the my only key fob until Toyota gives us the promised second key fob. Any ideas when they will give it too us?

This problem has just started rather than approaching an end. One user reports corporate told him letters to owners about the second key rollout would start in April. Given each key will require a service appointment I am sure they will schedule key deliveries over many months. I was told to expect a six month wait.

I would go to the dealer or some dealer online site and ask. My understanding is the programming software changed for 2022 which would normally include newer models as well.
I have been told that the correct part number is 8990H-0R200 and the key is 69515-16110 (for a 2023 RAV4 Hybrid XLE)
Just goes to show that there are several different part numbers with similar appearances, perhaps helping explain why fobs bought on Ebay often can't be successfully programmed to a particular vehicle.

My 2021 RAV4 Hybrid LE came with two keys. But this is the simpler chip key, with a mechanical steel key, that extends to insert into the steering column lock cylinder .

The 8990H-0R200 fob fits the standard rav4 while the 8990H-0R230 fits the hybrid rav4.
