How would you recommend I tap into the wires? I wound up ordering an offbrand 12v outlet that I will just wire with an add a fuse and leave that old one dangling. It seemed like the easiest solution for someone that doesn't know a lot like me.

outlet: 8553006030 - 12 volt accessory power outlet (rear). Cowl, seat, socket - Genuine Toyota Part
cap: 2006 Toyota RAV4 12 volt accessory power outlet cover. Engine, door, transmission - 855350R010 - Genuine Toyota Part
As for adding the USB just tap into those wires for the outlet.
Awesome thanks for the suggestion! That wouldnt overload the wire if I had multiple things plugged in?You tap the wires using these connectors. Video how to splice the wire. The power socket wires has two wires: white wire is positive (power) and the white with black stripe is negative (ground).
I wound up buying something similar I will see how it works. If I decide to add more i'll go with those! Why not replace the 12V port with this dual USB port? I installed this one in the rear of my console for back seat passengers and it is very well made and should fit in that panel:
