newbie here that just got a 2008 rav 4.
Seems like after investigating, best bet to get a 2nd key with unlock/lock is to buy off of ebay and find a locksmith or hardware store that can accommodate the cut and hopefully the chip program to start the car? Seems like every hardware store (ACE) say's it's a crapshoot. Is there any other option?
Seems like it's just the chip program that no one seems to be able to handle?

All you need to program the key is Techstream ($30 or less) and a laptop. Or you could go to a good LOCKSMITH shop (not a hardware store) and they can do it.

did all 2008 models have a transponder chip?...if there is no transponder things get easier...
As I recall, in the USA, only the Limited had the immobilizer standard, it was optional on the Sport, and N/A on the Base. In Canada, all models had it due to government mandate.
