2016 Rav4 LE Keyfob and Transponder Programming

Hi folks,
Had a keyfob die and so ordered a new pair from ebay for $40. Dealer wanted $189 each plus another two hundred to program. Anyone here familiar with self-programming these things, to save money? I had the key blades cut and having issues with programming the blank transponder chips. Tried two different locksmiths, and then tried an evaluation copy of Techstream software, but can't seem to copy & write to the blank transponder chip. Was reading yesterday that maybe the ECU was designed where it can't write to the transponder chip. Any clues? As a temporary fix, I put the new electronics circuit into the old key case (with old transponder chip) and was able to program the remote; where this is 100% functional. Well, just hoping someone might point me in the right direction. Thanks, Eastm

Anyways, Techstream error comes back as "Communication error between key and ECU". I then ordered the following to see if this might do the trick: https://www.ebay.com/itm/183729727145 (China) . Otherwise, I'll end up going to another locksmith. The vendor I bought the keys from said to use The Tango Programmer, which has a hot slot for the chip, copies or writes to the chip:

The older versions have an evaluation or trial period, gives you the utility (customize) button (full features). Still, it didn't work here, has me thinking that the car may require a writer/transmitter attached for writing transponder/immobilizer chips; such as the mentioned "Tango Programmer" (video).

Get the techstream cable. I posted and install it on a laptop or if you have an old one even better.

Many people have programmed their chips with techstream. Did you make sure the keys you got are the ones for you model ?


Wait I just read you tried the mini vci cable.

Maybe try a different version . Do you know what version you tried

Thanks. Techstream will announce that it's registering or adding a transponder, but then the communication error. I'm thinking that maybe the 2016 car alone can no longer transmit to write, may need a transmitter. The guy who sold me the keys seemed to confirm this, along with something I'd read yesterday online. I'll do some followup here as this gets worked out.

The link you posted, did you notice the last two images that there is no "Utility" or "Customize" button? It's obviously not a working program. The early versions have an "evaluate" button, full features. Search google and you'll see that very very rarely did people get the thing to work.

The version you posted has no customize/utility feature for the immobilizer transponder chip; at least not for the 2016 Rav4 LE. The older v10.30.029 does. Problem seems to be the blank chip that came with the new key. Needs to be programmed and then read into the ECU? Looks like the car can't do anything with a blank chip?

Here's the key, and I just emailed the seller with my situation.
Seems that car cant write to key, can only read what's written? .

Is your car from CANADA or Japan. Are you from thE USA.

I think you got the wrong keyfob wrong FCC number



What's does it say on the back or you OEM KEYFOB

The Ebay seller below assures me that I'm on the right track, meaning that the blank H chip is the problem where the chip has to be pre-coded specifically for year/make/model and then registered into into the vehicle ECU. Pre-coded 2016 Rav4 LE H chip here is $12; or two for $18 (blanks are $1); and I'll let you guys know how this turns out:
