I imported my 2017 rav4 from canada and here where I am now I need to have the stamped VIN number stenciled for me to register it.

I have checked under the passenger seat, the strut towers and the spare tire area and did not find it.

does anyone know the location of it?

There is a VIN below the windshield as one of the location. There is also another one behind the driver side door. (on the frame side near the bottom)

I know of the windshield and the door frame vin location. i am looking for the one that is stamped on the metal frame fro pencil tracing which is required in my country.

There should be one below the front passenger seat.

I checked that already. I even cut out part of the carpet. it was not there. I have read that NA cars do not require them already ad if so I might have to find an authorized service to actually stamp it.
I am going to check on the driver side under the dash and the firewall by the brake booster, hopefully it is there.
