Hi, I am new to Toyota. just picked up 2019 rav 4 awd le. What are the specs. for wheels
bolt circle size
backspacing
lugcentric/hubcentric?

5 x 114.3 is the bolt patter
Offset for steel rim is +39mm
Offset for 17" alloy rim is +35mm
Offset for 18" alloy rim is +30mm
A general rule is no more than +/- 10mm from the specification

Less positive offset number = wheels will stick out more (may affect loading and stress the suspension)
More positive offset number = wheels will go in more (may touch brake or suspension)

Lug nuts for steel rim = Acorn type
Lug nuts for alloy rim = Mag style with washer

Hubcentric and you need 60.1mm diameter bore.

Just bought a 2019 xle awd and wanted to know if I were to do a 2in or 2.5in leveling kit would I be able to get a 245/70r17 without too much complications. My wife wants it to look tougher. I've seen 245/65r17 but I'd like to try to get 30's under it

I think 245/65r17 is safer choice. You are at +3% with 245/65R17. 245/70R17 is +7% bigger than the original diameter. To me 235/65/17 is a better choice.
