I found this out on the forum today.
Toyota and other makers figured by using a distributorless ignition system they could tweet out more power while increasing fuel economy and reducing emissions. Now Toyota didnt want to redesign their engines just yet so to keep these upgrades cost efficient, they simply use a plug to cover the hole. All you need to do is pull the plug out and install your entire original 96 3sfe engine setup...wiring harness, ecu, distributor, ignition, ignition wirings, EGR setup, intake and exhaust manifold...basically you are only using the core of the 3sfe, simply put you are using the head and block.

A nice easy solution. Too bad it doesn't keep the coil packs with the better fuel economy, on the engine.
