fog and driving lights are designed for 2 different things. what are your needs? do you drive thru a lot of fog where u need to see the road directly in front of your car or do you a lot of driving where you need long distance vision?
As Mohit mentioned above, it all depends on what lighting conditions you will need. Do you need more illumination directly in front and towards the sides of your vehicle, then fogs should be ideal. If you need to see further up the road than your headlights will travel, then driving lights would work great. There are also pencil beam lights that throw a long thin beam of light a great distance. But these are not legal for street use; maybe if you were driving the BAJA 1000 or Paris-Dakar!
