My 1997 Rav was written off in an accident 5 weeks ago. I took the rear seats with headrests that I had stored in my garage since I bought it new and put them back in the car in the compund because I didn't want to store them anymore. If only I had known that you needed them. On a more helpful note, I saw someone advertising rear seats for a 1997 Rav4 in the Tundra Solutions Rav4 forum a few weeks ago by a user called TerrierMom. I forwarded a copy of your message to her, hopefully you can arrange something with her. She is in Evanston, IL.
