I'm helping my cousin do a brake job on his 2011 rav. He was sent the calipers for the 3rd row model and his does not have a third row. Can we just put on the rotors and pads for the 3rd row model instead of returning the calipers we currently have?

Not unless your cousin has the V6 engine. The larger front brakes were installed on all RAV4's with 3rd row seating, and ALL V6 models.

Let’s be honest here, it’s likely a good idea to change out the pads and rotors for the larger ones of the V6 or 3rd row models. More braking force is always helpful, and adds to your safety cushion. Having said that, if it’s mail order, it’s trickier to change out.

Why were the calipers up for replacement?

The boots were torn on the original calipers. Replacement seemed like an easier option over rebuilding the originals.
