I divided it by the amount of kwh's they used. And, what happened to their wholesale rate? It more than doubled. They're actually paying something like 22 cents / kwh when all the crap is added on.
Typically, there is a fixed fee on many electric bills. This is a monthly fee that is there whether you use 0 kwh or 1000 or more kwh. It is sometimes called a service availability fee or a customer service charge. This fee can be small or could be $30 per month. This should be subtracted from the bill total before dividing to compute the per kwh cost. This will give a better comparison of kwh cost vs. gasoline cost. The fee must be paid whether or not the car is charged with electricity.
