I'm not sure how to bench test a starter. I think from what I read elsewhere I'm supposed to hook the negative cable to the casing to ground it (A), the positive cable to terminal (B) and then use a jump wire to connect (C) to (B) momentarily to make sure it works. Is that right?

That's correct but you need to hold the starter down firmly when you do it because its torque will make it jump if you don't.

many autoparts stores have testers - I have used O'Reilly's
I agree but there's nothing like having one try to jump out of your hand - at least once.

Secure the starter in a bench vice clamp. The starter may work on the bench, but still fails on the vehicle.... it happens some times. To be sure it's in good health, push with a wood piece on the gear while its working. If you're able to stop/slow the gear, it won't be able to crank the engine. ;)
