I have a 2009 RAV4 Limited with the OEM backup camera that outputs to a tiny display built-in to the interior rearview mirror.
I use a wide-angle mirror that clips over the entire OEM mirror, which of course blocks the backup display.
Is there a way to get the backup camera to output to a small aftermarket display or a portable GPS unit instead of the OEM mirror?
Are there any other solutions to this problem?
Thank you.

I don' think it's a problem te re-route the video signal from the back-up camera.
Most probably you'll find the video signal cable somewere behind the rear view mirror.
This should be a small coaxial cable running in to the rear view mirror.
Disconnect this cable, and extend it to any monitor, or a head unit with camera input.
Maybe tou find the reverse-signal cable too, to activate the monitor when in reverse.
This cable is notinh more than a +12 volt generated by the reverse lights.

Installing a rear view cam is not that technical. In principle you only have to make 3 simple connections:
1. +12 volt for the camera coming from the white reverse light. That makes that the camera only works when in reverse.
2. Minus for the camera coming from the car metal, or the second cable from the same white reverse light.
3. Out going camera signal cable, which is a coaxial cable, just like the radio antenna cables, only half as thick.

When you want to connect the reverse camera on to any head unit with reverse cam option you install in 3 steps again:
1. Connect camera signal coaxial cable on to the 'reverse cam' connection. Maybe you need a special connector, but that is no rocket sience.
2. Connect camera +12 volt to 'reverse signal' of the head unit.
3. Start car, put in reverse, picture comes up in head unit.

When you want to connect the reverse camera on to a simple color LCD screen, again 3 steps:
1. Connect camera signal coaxial cable on to the 'signal in' input. Maybe you need a special connector, but that is no rocket sience.
2. Connect camera +12 volt to '+12 volt power', so LCD screen only turns on when in reverse.
3. Start car, put in reverse, LCD screen will turn on, and reverse picture appears.
When you take a small LCD screen with multiple inputs, be sure that it is possible to always turn on with the assigned camera input.
Otherwise you need to change signal inputs first when the camera is on, and only then you get the picture. That is not done.

Here's a quite simple drawing, showing all the possible options to connect a reverse camera:
