Could be yeah. Pressure on the steering wheel lock. Same thing as with a keyed ignition sometimes if there is pressure on the steering wheel lock you can't turn to key into the start position. Seems odd that it would happen repeatedly though, unless parking on and incline/decline with the wheels turned.
