I just purchased a 2016 Rav 4 LE FWD. Base model so it does not have
fancy screen. Problem is I can't see the clock or stereo display unless the
lights are turned off. I have been to 2 Toyota dealers and they told me that
I had to drive with my lights off during the day....this is ridiculous! And yes, I have turned the light brightness all the way up! Anyone else have this problem?

Do Canadian 4.4s have DRLs(daytime running lights)? If so, there's no need to turn the lights on during the day, If no DRLs, I understand your concern. Good luck with a solution.

Not sure why you drive with lights on during the day, but either way are you sure the brightness is really turned up all the way? The wheel for interior lights scrolls to a stop and then 'clicks' into its top position if you go further which over rides the dimming of dash lights when the headlights are on.
