I bought my RAV4 XSE last Saturday and has the exact same issue. SOS doesn't connect, can't activate remote service, getting "network connection unavailble". So went to the dealership service department, they disconnected the battery and reinitialize the DCM (or something like that) on the vehicle. Then everything is fine now. Hope this helps.
Unfortuntately I just had my car at the dealership's service department this morning, and still no Remote Connect Services. The service manager told me that this was a "Toyota problem" and there was nothing they could do (which I found ironic, because as far as I was concerned Red Deer Toyota IS Toyota, so wouldn't this be their problem?).

Also I can't get the weather work. Was advised to "try again later". It's been like that for about 2 weeks now, despite working for the first two months. Dealer says its should refresh every 90 mins from my phone or the radio, but other posters suggest the weather and map is downloaded from HD radio signals, which Edmonton has none...
Is your weather working?
I actually can't answer your weather question? Our RAV4 has the temperature, but I am unfamiliar with an option to actually have a weather forecast?

Just wanted to add an update since my last post two weeks ago... NOTHING has changed. Remote Connected Servcies do not work, my dealership has passed the buck to Toyota (despite being a Toyota dealership?), and Toyota Canada has done nothing to address the issue. The "SOS Lady", who I like to contact on a weekly basis, continues to tell me to contact my dealership, who, as I have mentioned, has continued to say that this is a Toyota issue.

So my new, barely over a month old car, continues to not have one of the main features I purchased the 2020 model for!

Do we know if anyone from Toyota itself monitors these forums? I would love to get a response from someone maybe in the know that can provide any information on when this issue will be resolved.

P.S. There have been two Toyota App updates since my last post, neither of them made any difference. It is not the App!!

Have you taken any long drives say 75 miles or more away from home recently? I cannot explain it but this got my Toyota app working twice and it usually lasts a few days. It is still working since my last longish drive on Wednesday.
Haven't, and likely won't anytime soon as we typically don't take the RAV4 if we are going on a trip of any length. Not sure how that would make the problem go away, but at this point I am willing to take a drive in one direction for a couple of hours just to try and see!

Also, have you tried disconnecting the 12v battery as described here?

I haven't tried it myself because I'm afraid of losing settings etc.
I would suspect that was one of the strategies that the dealership's service department would have tried.
