not sure on what all options were used in these locations.
there are 3 hole plugs...
might be nice for fog lights.

what is the size and brand and part numbers for switches that fit?

The big opening is for the power mirror controls. The smaller 3 below that, the one on the far right is a security system status indicator light, if equipped. The other two I don’t know.

I don’t know firsthand of a switch that fits. I think the various switches you’ll find are for newer Toyotas, which are slightly different? Corners look more rounded to me.

That first pic looks like the correct shape. Does the listing give dimensions? Compare them to the filler plugs in yours to see if they match.

From what I can tell from other forum posts, these three locations were used on European RAV4.1's for:
  • Front fog lights
  • Headlight leveler
  • Rear fog light

plenty of space behind for wires and connections.

the left hole plug has harness plug stuffed in to it.

Have a look at this post:
this is a 2000 i am working on.
yea the older rav units had them on top of the bumper as an dealer add on.

i am thinking i saw somewhere there is a bumper cover that had the cutouts built in for fog.
it might to have been on the sites for the lower skirts and air dams.
ok fog and what is the one two three switch?
There is rear fog switch and headlight regulator. I can move light beam down while towing a trailer or heavier stuff in the back.
so is the left fog switch to control the lights in the clear turn signal assy?
or is that to control the hella lights?
the over seas versions are different from the USA dot versions..
we have yellow reflectors in the USA dot version.

European cars are made to different lighting standards than USA cars.
Have a look at this Wikipedia link regarding the rear fog lamp. Usually it is a separate red lamp about as bright as a brake light, mounted on the driver's side. I think on the RAV4.1 the rear fog lamp was mounted above the license plate like on this picture of a RAV4.2. Canada and USA didn't get 2-door 2nd gen RAV4s either.

A rear fog lamp isn't required in the USA. Sometimes you see cars here in Canada with a rear fog light added which are mostly just an annoyance since some of the people who have a rear fog lamp run the light on clear nights and they are rather bright.
