I just got a build report on a 99 Rav4 (junkyard car) and it says that it had DRL as an option.

Was that an option released in 1999? It is included in the ABS option code.

The Daytime Running Light Module is interconnected with the ABS Sensors, you'll notice if you park infront of a glass front building that the headlights only turn on after the wheels have made either half or a full revoloution, when the vehicle is in a drive gear.

I think perhaps that the reason you're finding some association.
