E-brake won't disengage

Just picked up a 2005 rav 4, auto. The previous owner said that he has not used the e-brake for a few years. I wanted to see if the e-brake worked at all, so I pulled the lever all the way up. I released the e-brake, but the left rear (driver's) side wheel is locked up driving forward. If I give gas the wheel slides. I only moved the car back and forth a few yards in the driveway.

What are some tips to quickly fix this?

Also, as a temporary fix, could I possibly cut the e-brake cable? I'm assuming the cables need to be replaced anyway.

Hi,

it could be a sticking e-brake cable, but you don`t know where it is sticking, so it would probably not help to cut it under the car..
If you take off the wheel , you can try to give the "hub part" on the brake rotor a few knocks with a rubber or nylon hammer, this can help ( the e-brake is inside of the brake rotor )
You can also take off the rubber seal on the hub and adjust the e-brake shoes back with a screw driver while you have the wheel off.
