Description: The Eninge Control Module (ECM) calibration has been revised to enhance Engine Performance and to prevent a M.I.L. "ON" with DTC P0420 (Bank 1 with Catalyst System Efficiency Below Threshold) or DTC P0430 (Bank 2 with Catalyst System Efficiency Below Threshold) under certain driving conditions.

My 2002 Rav4 seems to be affected by this TSB. But the TSB says it concerns VINs produced before VIN numbers listed for two different factories: Tahara and Shokki. My VIN is before the VIN cutoff on the Shokki factory, but after the VIN cutoff on the Tahara factory.

How do I know which factory made my Rav4?

My 2001 has 238,000 miles on it and is still kickin!
My mechanic said they can go 300k to 500k and are a great vehicle.
Thats from a guy who owns the shop.
I downloaded the TSB info & instructions, from alldatadiy.com & did take my 02 Rav 4 to the actual dealership (Rorich Toyota Pittsburgh)where it was purchased, because all of the service records indicated this update was never performed. Also, I did not have the sticker that is required to be applied under the hood to indicate it was performed. I also asked them to check to see if the issue was caused by anything else.

1st I was told my car was out of warranty, & I said yes, I understand, & I will pay for the update. They gave me an appointment date & I dropped my car off.

When I went to pick it up, NOTHING was done. 1st they said it had already been performed, I showed them the print outs of all of the service records & it was not performed. Then they came back & said "the TSB is obsolete", I asked them to do it anyway because I have no problem paying for it & they flat refused to perform the update. They said I needed to just replace the CC. I had to explain, again, my car is super low miles (02 rav4 under 40k mi), & it is on the 2nd CC, another CC replacement makes the 3rd CC. I explained that the TSB is not obsolete on my year of Rav4-it did not matter what I said, they just refused to perform the TSB.

Anyway, the TSB has still not been performed. I have no idea what I can do about this.

I will have to get the CC replaced (not at the dealership), still haven't done it yet.
I do not know if someone other than Toyota will do the update or if they can. This is the problem. Going to this dealership was like hitting a brick wall. They do not want to do it because it is an 02 & not one person there seemed to understand what I was talking about when I explained OVER & OVER that a car with less than 40k miles should not need the CC replaced twice. They kept referring to the year-I said "it has less than 40k miles this will be the 3rd catalytic converter!!!". They just said "that's the code it's throwing" it just went around & around in a circle. I even asked if they checked anything other than the code reader to see if it could be the O2 sensors or something, they said they do not do that--because it threw the code & that is what it is & there is nothing to check. I said "well that is what I made the appointment for"
. This was actually the point where I left because I KNEW it was BS
Any idea what I can do about it?
Are there independent mechanics that can perform the TSB or is it a dealership only fix?
