I own a 2013 Silver RAV4 XLE and I am having issues with my fog lights. I swapped out the stock fog lights for Nokya 2500k bulbs. They've been working just fine up until yesterday. The lights won't seem to turn on. The fog light symbol is also not showing up on the dashboard when I put the lights in the on position.
 
I replaced the fuse but it still doesn't seem to be working
So assuming you did not put the original bulbs back in...you may have blown the new fuse. If you did put back the original bulbs, take them out and see if you have any voltage making it to the connectors where they "plug" in.

Also, some of these newer bulbs are sensitive to handling. Meaning oils from your skin and that will ruin them or shorten their life..maybe not likely in this case, but...
 
If the dash light does not come on, it means that there is no power leaving the output of the relay that feeds the lights.
Looking at the schematic, there are two things in the circuit, the 7.5 amp foglight fuse and the foglight relay.
Since you have checked the fuse, the other possible culprit might be the relay.

I have not looked at the various relays under the hood, but perhaps there is another, similar relay that controls another function that you could temporarily swap with the foglight relay and see if the problem 'follows' the relay.

In other words, let's say the 'radio' relay is the same(I have not checked, so I don't know, this is for argument's sake, I don't know if there even is a 'radio' relay, but I hope you get the idea, I really should check for an appropriate relay to make it easier for you). If you swap the radio and foglight relays, and now the foglights work, but not the radio then you know that the relay is bad.

There is another fuse in the circuit, it's the 10 amp 'tail' fuse, but if that was bad, you would have no parking/tail lights.
 
Did the fuse you pulled look ok? There are even pictures in the manual giving examples of good and bad fuses.

For the fog lights to work they require both power and ground to the relay.

The power is provided by the headlight switch. And the ground is provided by the fog light switch. Like whipaway mentioned check the other fuse.

After that would be testing with the meter.

Unfortunately, if you don't have the proper test equipment, a trip to the dealer or autoshop is required. Let us know what happened.
