i think they are hold by few bolts rivets and rest of them is clips... I'm not 100% sure... but I managed (and had guts) to remove the bumper of my brother's 99 accord... it wasn't as hard as I thought.

...then look for "Headlamp Serviceability". It is a PDF. It tell you how to remove the headlamp but it shows how to remove the bumper.

lol... i was removing my bumper this morning... took me the about an hour to remove... yes the bumper filler is the harnest to remove and took me a while to figure out... but all that work is worth it... yey projector headlight... check out my album.
