0W-16 is a North American standard for epa standards. On an individual basis you won’t see any hit on mpg, it matters on a fleet basis. You”ll see an immaterial hit like .1 mpg, but to Toyota that matters for epa standards because over a million cars that adds up. Other countries use higher viscosities. Mexico, for example, uses 5W-20 for their Rav 4s.Just sent my rav4 in for the 1st oil change and found out that all they use is 0W-20.

Wouldn’t you usually run the heavier oil in the warmer weather? Having said that I doubt there’s any tangible differences between these weights of oil.I use 0W-16 during the hot summer months and 0W-20 in the cold winter months.
